HDB Build-To-Order (BTO) Flats

Build-To-Order (BTO) is one of the modes of sale of new HDB BTO flats in Singapore. A HDB BTO sales launch takes place quarterly and typically offers a range of flat types across a few estates.

This system offers the applicant flexibility in location and timing when applying for his/her new flat. Construction will only begin if the demand for the number of apartments in a specific contract exceeds 70%.

A waiting period of about 3-4 years is usually required since flats are built upon order. This page serves the purpose of providing information only. To purchase a BTO, click here to visit HDB’s website.

The flat types offered are typically 2-room Flexi, 3-, 4-, 5-room flats, and 3Gen flats.

HBD BTO Process

A potential buyer can apply for his/her preferred flat and estate. Balloting will be conducted to determine the outcome of the application. First-timer applicants enjoy higher priority for new flats

1.-Select Location – Select from location sites announced in the BTO sales launch.

2. Check Eligibility

Check eligibility for BTO application, including any loan applications or associated costs.

3. Submit Application

Submit an online application with HDB during the 1-week application period.

4. Receive Results

Applicants’ queue positions to book flats are determined. by balloting.Applicants may check for updates on their status.Successful applicants will be invited to book a flat.

5. Book Flat

Check the flats’ availability and option fee before attending the appointment with HDB. Applicants will also need to bring along required documents.

6. Sign Lease Agreement

Sign the Agreement for Lease.A Letter of Offer must be submitted if applicant is obtaining a housing loan from banks.

7 . Collect Keys

Flat keys can be collected in about three years’ time when construction is completed.

BTO Launch Months

Every year, HDB releases new BTO flats in February, May, August and November. 2020 was an exception, when the May projects were postponed and eventually combined with the August launch.

BTO Locations

The specific BTO locations vary depending on the launch, but there are typically four to five estates each time. For example, both the August and November 2021 BTO launches are expected to release new flats in five estates, but in different locations.

Upcoming HDB BTO Launch — Aug 2021

The upcoming HDB BTO sales launch will be in Aug 2021. For the Aug 2021 launch, new flats will be offered at the following estates:

Note that the projects in the different estates may offer different flat types. For example, if you have a larger family and are looking for a more spacious 5-room BTO flat, not all of the projects may offer it. Likewise, if you want a smaller, more affordable 3-room BTO flat, some of the mature estates may not have it in the unit mix. The most common – but also most popular – flat type is the 4-room BTO flat.

HDB implements a policy known as the Ethnic Integration Policy (EIP) to ensure a good mix of households from different ethnic groups. The quota is revised on the 1st of every month, but may be generalized to the following approximate percentages:

85% Chinese, 22% Malay and 13% Indian and Other Households.

There will be two Hougang BTO projects in the August 2021 launch. One will be near Kovan MRT station, bounded by Upper Serangoon Road and Tampines Road. The other will be nearer to Bartley MRT station, along Hougang Ave 3.

Although Hougang is a non-mature estate, it is well developed and residents can enjoy convenient access to many amenities such as key transport nodes, shopping malls, parks, healthcare facilities and more.

Additionally, families may want to note that there are also many popular schools in the area, including Maris Stella High (Primary and Secondary) and Paya Lebar Methodist Girls’ School (Primary and Secondary).

If you’re looking for a new flat in Hougang, this could be your chance: this is the first BTO launch in Hougang in five years, since 2016!

This Jurong East BTO will be located along Toh Guan Road, where an upcoming Toh Guan MRT station is also under construction (Jurong Region Line). For now, the nearest major transport node is Jurong East MRT, about 10 minutes away by bus.

Jurong East is a non-mature estate, but like Hougang, boasts many of benefits of mature estates. For starters, there is a cluster of malls and amenities near the Jurong East MRT station area, including JEM, Westgate, JCube and IMM. Healthcare facilities Ng Teng Fong General Hospital and Jurong Community Hospital are also in the area.

For nature lovers, the newly revamped Jurong Lake Gardens (Chinese Garden and Japanese Garden) are not too far away either.

This is the first time in 10 years there is a BTO launch in Jurong East, so if you’ve been eyeing a home in the area, you may want to try your luck. The Government has also announced plans to transform the Jurong Lake District so residents can also expect more job opportunities in the area.

In every HDB BTO launch, projects in the Kallang/Whampoa estate are always highly popular. This time, the new flats will be along Towner Road, in a very accessible city fringe location.

The flats will be just six minutes away from Boon Keng MRT by foot. Bendemeer and Farrer Park MRT stations will also be a short bus ride away. This means easy access to both the Downtown Line and North East Line.

While there are no modern, mega malls in the area, there is City Square Mall and Mustafa Centre to serve residents’ retail and daily needs. The flats will also be close to Kallang Polyclinic (10-minute walk) and Farrer Park Hospital (one MRT stop away).

These Queenstown BTO flats are also expected to be hot in demand in the August 2021 launch – this city fringe location is wildly popular, and the last time we saw a BTO launch here was nine years ago in 2012.

This batch of flats will be along Queensway, a few streets away from Queenstown MRT station, Queenstown Swimming Complex and Stadium and Queenstown Polyclinic. These will be about 10 minutes away by foot.

Additionally, there is the famous IKEA Alexandra nearby. Other retail options include Anchorpoint Shopping Centre and Queensway Shopping Centre. These are all only five minutes away!

In terms of nearby schools, choices are limited, but the popular Crescent Girls’ School is about 25 minutes away by bus.

Although there are two Tampines BTO flat locations to be offered in August 2021, they are just across the road from each other. They will both be along Bedok Reservoir Road and Tampines Street 96. The nearest MRT station will be Tampines West MRT, about 10 minutes away by foot.

These Tampines BTO flats are expected to be popular among nature lovers: not only is there a proposed park between the flats and Bedok Canal, but the blocks are also very close to Bedok Reservoir and may offer waterfront views, depending on the unit you eventually choose.

Residents will also be close to the main hub of activity around Tampines MRT station, which is 15-minute bus ride away. With the cluster of malls that comprise Tampines 1, Century Square and Tampines Mall, residents will be spoilt for choice when it comes to dining and shopping options.
